Company Statement: PJM capacity auction results drive urgent call for action

ALLENTOWN, Pa. (July 28, 2025) – PPL Electric Utilities remains committed to delivering safe and reliable electricity to our customers at a reasonable cost. However, under current law, we have no ability to bring additional supply online or to reduce supply costs for customers.

Despite customers shouldering ever-rising supply charges, the region is not seeing meaningful increases in generation supply. Customers are paying more but not receiving added reliability — a situation made worse by the urgent need for dispatchable generation resources, which are not being developed at the pace required. With fewer megawatts offered in the most recent PJM capacity auction, under 3 GW of mostly intermittent new capacity added, ongoing tight supply/demand, and a looming projected shortfall within 5–6 years, it’s clear the current market approach alone is not delivering for Pennsylvania’s families and businesses.

Legislative changes such as HB 1272 and SB 897 are critical to facilitate investment in new, dispatchable generation, including allowing regulated utilities to build and own generation when needed to resolve a resource inadequacy. This is a flexible solution, part of an all-of-the-above approach, to achieving the Commonwealth’s objectives for power system reliability at reasonable customer cost while promoting economic development in the state.

We will continue to work with the General Assembly and other interested stakeholders on this urgent issue to ensure long-term reliability of electricity at a reasonable cost for our customers.
