PPL Electric Utilities welcomes focus on protecting customers as large energy demand grows

Company highlights existing safeguards and proposed transmission protections for customers.

ALLENTOWN, Pa. (Oct. 16, 2026) – PPL Electric Utilities issued the following statement today in response to Gov. Josh Shapiro’s petition to participate in a Pennsylvania Public Utility Commission proceeding involving rates and protections for large energy users, including data centers. The governor’s petition seeks additional protections intended to prevent costs associated with data center development from being shifted to other customers.

“PPL Electric is committed to protecting customers, maintaining reliability and ensuring that large-load customers pay the costs associated with their projects. We have acted on that commitment. We advocated for, and secured approval of, Pennsylvania’s only Public Utility Commission-approved large-load tariff, helping protect existing customers from costs tied to large-load interconnections. We also proactively filed the Consumer Protection Transmission Rider to help ensure other customers do not bear costs associated with broader system upgrades.

We welcome the governor’s recognition of these important customer protections and look forward to continuing this work through the Pennsylvania Public Utility Commission proceeding.”

PPL Electric’s LP-6 large-load rate class requires qualifying large energy users to make long-term financial and usage commitments, including payments for infrastructure built specifically to serve their projects, financial security, minimum usage commitments and protections if a project leaves the system early.

The company’s proposed Consumer Protection Transmission Rider would build on those safeguards by creating a mechanism to assign certain transmission network upgrade costs associated with large-load growth directly to that customer class. The proposal is under review by the Pennsylvania Public Utility Commission.
